What I find fascinating about that is that my great state of West Virginia had one of the lowest levels of voter complaints and/or tampering. This can mean one of two things: 1. People in WV are used to having their grandparents vote 30 years after their deaths and thus no longer submit complaints, or 2. The officials in WV are so good at this kind of thing that they can do it without detection. Maybe they should offer lessons for out-of-staters? Now there's an industry that we can get rich on!
